The European Commission has charged Facebook Inc (FB.O) with providing misleading information during its takeover of the online messaging service WhatsApp, opening the company to a possible fine of 1 percent of its turnover.
However, the statement of objections sent to Facebook will not affect the EC's approval of the $22 billion merger in 2014, the Commission said in a statement on Tuesday.
Facebook becomes the latest Silicon Valley target of EU competition commissioner Margrethe Vestager, who has demanded Apple (AAPL.O) pay back $14 billion in taxes to Ireland and hit Google (GOOGL.O) with two market abuse investigations.
The issue regards a WhatsApp privacy policy change in August when it said it would share some users' phone numbers with parent company Facebook, triggering investigations by a number of EU data protection authorities

Whatsapp, a popular messaging service owned by Facebook Inc, suffered a widespread global outage on Wednesday that lasted for several hours before being resolved, the company said.
"Earlier today, WhatsApp users in all parts of the world were unable to access WhatsApp for a few hours. We have now fixed the issue and apologize for the inconvenience," WhatsApp said in an email late Wednesday afternoon.
WhatsApp was down in parts of India, Canada, the United States and Brazil, according to Reuters journalists. It affected people who use the service on Apple Inc's iOS operating system, Alphabet Inc's Android and Microsoft Corp's Windows mobile OS.
In Brazil, where the professional class relies heavily on the messaging service, WhatsApp was down for about two and a half hours. Many users switched to rival system Telegram, which has picked up millions of customers in Brazil after two previous WhatsApp outages resulting from court orders.

Facebook on Tuesday announced it had bolstered the default encryption settings for the more than one billion users of its popular Whatsapp messaging service so that all messages will now be accessible only to the sender and recipient.
The update arrives amid a heightened international debate over how much access law enforcement should have to digital communications and follows a high-profile showdown between Apple and the FBI over an encrypted iPhone linked to one of the San Bernardino shooters.
WhatsApp began working on developing full end-to-end encryption on its messages about two years ago with the help of software provided by Open Whisper Systems, a security nonprofit. The communications app began offering it by default on text-only messages between two users in 2015, but group messages and those containing rich media such as photos and videos were not fully encrypted.
As of Tuesday the entirety of Whatsapp messages will be supported by end-to-end encryption, the company said, meaning the company will not have any capability to read customers’ messages even if approached by law enforcement.

WhatsApp and Telegram patched flaws in their popular instant messaging applications after security researchers showed that they could seize control of user accounts.
Researchers with Check Point Software Technologies Inc discovered problems with the way the two apps process some types of files without verifying that they do not contain active code that could be malicious.
Flaws in popular instant messaging applications are less common than traditional desktop software. The apps are often used because of their heavy encryption, which has been criticized by some in laws enforcement.
They were able to send files to the web-based versions of the products with malicious code while making it seem to be something else, such as a picture. In WhatsApp's case, once opened by the recipient, the code allowed the researchers to get into the local storage of the user and then access the user's account. From there, they could have sent the same malicious attack to all of the users' contacts.
Telegram's flaw was much more subtle and required "very unusual" behavior by the victim, such as right-clicking on a video and opening a new tab, said spokesman Markus Ra.

AfD populists milk anti-refugee anger in German region with few asylum seekershe right-wing Alternative for Germany (AfD) has seen better days. In the past year they have entered eight state parliaments in Germany, even taking more than 20 percent of the vote in two regional elections. Now, the party is down to seven or eight percent in polls ahead of Germany's national election on September 24.
Studies have concluded that the AfD has increasingly become a one-issue party articulating anger at Germany's welcoming stance toward refugees. So you'd think the party's support would be greatest in those areas of the country with the most refugees.
You'd be wrong. Refugees are distributed to Germany's 16 federal states on the basis of income and population levels, so that the poorer and less populous east gets fewer asylum seekers than the West. Yet the AfD continues to do well in many places in the East, bucking the national trend.

This is particular true of Mecklenburg-West Pomerania in the northeastern part of Germany - home to none other than Chancellor Angela Merkel. This state of 1.6 million inhabitants has fewer refugees per capita than anywhere else in the country. In the most recent opinion survey, published on July 23, 20.5 percent of people asked said they supported the AfD.
That's down only slightly from the 20.8 percent of the vote the right-wing populists got in Mecklenburg-West Pomerania's regional election on September 4, 2016. Moreover, Mecklenburg-West Pomerania is the only one of the eastern states where support for the AfD has increased since the start of 2017. So what's going on up there?

Seemann-Katz's voice becomes emotional as she reads out emails full of "pure racism" her organization regularly receives. One person complains of having to sweep the sidewalk in front of his house, while asylum seekers run around all day "with a smart phone in their left hand and a Red Bull in their right." Another simply writes: "Thanks a lot, Germany. We need new laws and more deportations."
Seemann-Katz has no doubt that the AfD's strength in her region is down to hostility to foreigners and especially asylum seekers. And she sees no solution for breaking the vicious circle of unfamiliarity that breeds fear and contempt.
"I don't think there's anything we can do," she says. "Refugees don't want to stay where they're not particularly welcome - that's only natural… If you walked with a group of refugees past the house (of an author of hateful emails), he'd quickly lower all the shutters." Greenland: Land of ice on fire
Greenland, home to the world's largest permanent ice sheet outside Antarctica, is being swept by wildfires. Scientists say global warming and increased plant cover are likely factors.



Greenland, the vast Arctic island with the biggest permanent ice sheet outside Antarctica, is burning.
Since late July, wildfires have raged across an ever-larger area of the landmass - and with greater intensity - than ever before observed.
Experts say it is too early to draw firm conclusions linking the fire to climate change because no long-term data is available to put the blaze in context. However, unusually warm and dry conditions this year could have been a factor.
"It's unprecedented in the short 18-year observational record," Jason Box, a climate scientist at the Geological Survey of Denmark and Greenland, told DW. "We also know that temperatures in Greenland are probably higher [than they have been over] the last 800 years."Although the origin of the blaze is unclear - with lightening and a stray cigarette as possible suspects - what is clear is how it has been spreading across remote areas of grassland and low shrub.
Greenland's getting greener
Greenland conjures images of white, frozen expanses. But Box says global warming means it's getting greener all the time. "There's a shorter snow-cover season, and that allows the plant life to expand," he explained.
The Arctic is heating up around twice as fast as the global average. At the same time, rainfall around the world is also increasing - and that trend as well is more present in the Artic.
"More rain is a widespread symptom of climate change," Box said. "You get more precipitation - and where you get the biggest increase is in the Arctic."
For Greenland, warmer, wetter conditions mean more vegetation - which, seemingly paradoxically, could be a factor for the fire.

The Gambian migrant teaching reggae to Italians
Douman is an asylum seeker from The Gambia using music to make ends meet in Rome.
He has started a reggae band, teaches Italians how to play reggae and also tries to make a living busking in the streets.
"When I look around Italy I never see a dog sleeping on the street but I do see immigrants," he told BBC Newsday.
So far this year, 97,000 migrants have reached Italy but the government has started cracking down on new arrivals from Libya.
Italy is also demanding that armed police travels on board rescue boats.

Maasai displaced after huts burned in Tanzania
Hundreds of people have reportedly been left homeless by the evacuation of local pastoral communities.
One young Maasai is said to have been shot and critically injured.
It is part of a longstanding border dispute between local Maasai people and authorities who operate exclusive hunting experiences for tourists.
The Tanzanian government had plans to establish a 1,500sq km (579sq mile) wildlife corridor around the national park for a Dubai-based company which offers hunting packages for wealthy tourists from the UAE.

The plan would have displaced about 30,000 people, and caused ecological problems for the Maasai community, which depends on the seasonal grasses there to rear livestock.
The chairman of Ololosokwani village, Kerry Dukunyi, has told the BBC that villagers have lost property in the latest incident.
"A large percentage of our food has been destroyed. We've lost a lot of food," he said.
"A lot of our livestock are also missing."
It's the latest example in East Africa of the growing tensions between wildlife conservation, which attracts tourists, and the need for locals to have pastoral land, especially during droughts.
Earlier this year, Prime Minister Kassim Majaliwa formed a commission to investigate the dispute but its report is yet to be made public.
